WVTESOL K-12 ESL Funding Plan Efforts

The 4 year effort of WVTESOL to obtain state education funds for ESL programs has achieved it's first goal.   In 2010 the state legislature passed a bill permitting the state department of education to disburse funds to counties for ESL programs.  A special legislative appropriation provided $350,000 for the current school year. 

The 2011-12 governor's budget for the state department of education included $350,000 for ESL.  Although this was less than half amount recommended by experts who appeared before various legislative committees over the last several years, the fact that ESL has regular state education budget item is a huge step forward.    Federal Title III funds, previously the only special funding for WV ESL , are to be used only to supplement state and local funding. Basic funding of required ESL program elements such as teachers, annual English testing, informing parents, must come from state/local, not federal, funds.  

WVTESOL continues to advocate for adequate funding for school ESL. At the 2011 WVTESOL conference Pre K-12 ESL teachers agreed to launch a new initiative aimed at policy issues impacting school age ELLs. A position statement and action plan should be ready by June 1, 2011.
